Brazil Postpones Betting Vote Amid Senate Division

In a pivotal moment for Brazil's gambling landscape, the much-anticipated final vote on Bill 3,626/23, set to launch the country's federal sports betting marketplace, has been postponed due to last-minute Senate deliberations. Initially focused on sports betting, the bill faced division among senators over the inclusion of online casino games, leading to the postponement of Senator Veneziano Vital do Rêgo, the session's overseer. Despite the bill undergoing over 100 amendments since September, the opposition demands further scrutiny, particularly on online casinos.

The delay has caused frustration among Brazilian gambling stakeholders, particularly after the Economic Affairs Commission (CAE) completed its review, supporting online casino inclusion for enhanced tax revenue. CAE's Senator Angelo Coronel backed this approach, aligning with Finance Minister Fernando Haddad's goal to raise about R$12 billion annually for President Lula da Silva's economic recovery program. The bill, which has evolved significantly during its congressional journey, including amendments for 'Online Game Events,' now awaits a new voting date by Senate President Rodrigo Pacheco. Senator Proposes Casinos to Revitalise Acapulco

In a bold move to revitalise Acapulco's tourism and economy, Mexican Senator Alejandro Rojas Díaz Durán, from the Morena party, has proposed a transformative reform of the Federal Gaming and Lotteries Law (LFJS). The proposed changes aim to introduce regulated casinos in Acapulco to improve tourism. This strategy is designed to recover Acapulco's economy and re-establish it as a leading global tourist destination.

Alejandro Rojas Díaz Durán, who shared his thoughts on X (formerly Twitter), envisions creating an exclusive zone for casinos with incentives such as low taxation to attract investment. This approach aims to enhance the local community's prosperity. In addressing criticisms, the senator emphasises the plan's focus on stringent regulations ensuring legal and transparent casino operations, reinventing the deluxe resort as a world-class, international holiday destination.

Seychelles Boosts Online Gaming with New Regulations

To fortify its online gaming and betting sector, the Seychelles government has announced comprehensive regulations under the Seychelles Gambling Act. Approved by the Cabinet of Ministers, the regulations aim to categorise iGaming for licencing by outlining specific fees and conditions. Vice President Ahmed Afif highlighted the need for improved ways for the Financial Services Authority (FSA) to oversee the sector. 

The refinement of the Seychelles Gambling Act, initially established in 2014, marks a substantial step towards improving industry practices. Vice President Afif stressed the importance of this regulation in providing transparency and establishing stringent controls over online transactions. These measures are set to align with global anti-money laundering standards, ensuring that Seychelles upholds a responsible and secure online iGaming environment.

This premier event will unite over 1,000 attendees, including fintech executives, investors, policymakers, and experts, to explore fintech's transformative potential. Over 30 speakers and 20+ innovative fintech startups will engage in insightful workshops, conversations, and showcases. The two-day conference promises fresh perspectives from Europe's fintech leaders alongside the most intriguing startups in the fintech landscape.

The same week, on 8 December, the Forbes 20 Women in Tech Cyprus Awards 2023 is set to honour outstanding women in technology.
